ASSISTANT SUPERINTENDENT

Central Administration
PRIMARY PURPOSE
Oversee the operation of several districtwide divisions. Support the superintendent in all areas of administrative decision-making and work toward implementing those decisions. Responsible for the overall management of the district’s curriculum and instruction function, including the selection and provision of instructional materials. Ensure that the development and delivery of curriculum and instructional programs are effective and efficient, incorporate district goals, and support student
achievement. Oversee federal and state grants and coordinate the district federal / special programs. Implement state and federally mandated student assessment programs for the district. Direct and manage the district’s professional development program.
QUALIFICATIONS
Education/Certification:
Master’s degree in education, business administration, or equivalent
Valid Texas superintendent or principal certification
Experience:
3 years of successful administrative and leadership experience in education
Special Knowledge/Skills:
- Strong communication, public relations, and interpersonal skills
- Knowledge of curriculum and instruction theory and practical application
- Ability to interpret data and evaluate instructional programs and teaching effectiveness
- Ability to manage the Instructional Materials Allotment for the district
- Knowledge of the Educational Materials System (EMAT)
- Knowledge of federal and special programs rules and regulations
- Knowledge of state and federal laws for educating students with disabilities
- Knowledge of Admission, Review, and Dismissal (ARD) Committee, 504 Committee, and LPAC
- Committee processes, goal setting, and plan implementation
- Ability to write grant applications, administer funds, and submit compliance reports
- Knowledge of state testing program and accountability system
- Ability to use computer and software programs to collect, report and present data and test related information
- Knowledge of Teacher Incentive Allotment (TIA) program requirements and deadlines.
- Ability to facilitate selection of TIA pre/post test assessments, data collection, and timely submission of designation data
- Ability to develop and deliver training to adult learners
- Ability to provide executive coaching and support for campus administrators
- Knowledge of district-level division operations
- Knowledge of school law and hearing procedures
- Knowledge of educational philosophy, research, strategies, laws, and policies
- Skill in leading efforts to design, implement, measure, and improve educational programs and services
- Ability to manage strategic change for the organization
- Ability to interpret policy, procedures, and data
MAJOR DUTIES AND RESPONSIBILITIES
District Management
- Provide organizational leadership to assigned departments as directed by the superintendent.
- Assist the superintendent in the daily operation of the school district.
- Serve as acting superintendent in the superintendent’s absence.
- Develop, recommend, implement, and evaluate long-range plans and projects as directed by the superintendent.
- Oversee the improvement planning process, including the drafting and revision of the District Improvement Plan (DIP).
Instructional Program Management
- Lead the district-level decision-making process to establish and review the district’s goals and objectives and major classroom instructional programs. Ensure that goals and objectives are developed using effective collaborative processes and problem-solving techniques.
- Ensure the necessary time, resources, materials, and technology to support accomplishment of educational goals are available.
- Collaborate with principals, instructional coaches, and teachers to develop, maintain, and revise curriculum systems and processes.
- Engage instructional staff in evaluating and selecting instructional tools to meet student learning needs.
- Oversee staff development programs and ensure that effective activities support instructional programs, incorporate input from teachers, instructional coaches, and principals, and are consistent with the district’s mission.
- Oversee the district’s Teacher Incentive Allotment (TIA) plan. Collaborate with principals, teachers, and instructional coaches to provide professional development, develop program components, gather student and teacher data, and prepare designation report submission.
- Secure consultants, specialists, and other community resources to deliver training activities.
Federal and Special Program Management
- Oversee the drafting of project proposals and reports, including the writing and development of program goals, objectives, and budget for federal / special funding of programs. Prepare and submit standard applications for federal funds to the Texas Education Agency.
- Consult with and assist campus-based administrators, coordinators, professionals, and teachers to meet the needs of students served under Special Education or Section 504.
- Promote, coordinate, and disseminate communication among staff, teachers, students, and the community regarding the prevention of discrimination based on disability, as appropriate.
- Assist campuses in the development, implementation, and /or participation in professional development of instructional methodologies that allow curriculum accommodations and differentiated instruction based on student learning needs based on disability, specific condition, or impairment.
- Serve as the district’s McKinney Vento and Foster Care Liaison.
Testing
- Serve as the District Testing Coordinator (DTC)
- Implement procedures for ensuring security and confidentiality of state-mandated testing programs and other assessments. Direct and oversee test implementation and monitor testing activities to ensure that procedures are followed and deadlines met.
- Ensure timely training and support for test administrators.
- Identify, investigate, and address testing irregularities. Report discrepancies and disciplinary actions taken as required.
- Maintain integrity of testing data. Track and monitor location of test materials throughout the
- distribution, return, and storage process.
Policy, Reports, and Law
- Develop, maintain, and use information systems and records necessary to show progress on performance objectives that address academic excellence indicators, campus improvement plans, and district long-range plans.
- Ensure implementation and compliance of policies established by federal and state law and State Board of Education rules, and local board policy.
- Ensure administration is aware of developments and changes in state, federal, and local laws affecting education.
- Compile, maintain, and file all reports, records, and other documents as required
Communication and Community Relations
- Facilitate communication and collaboration among assigned department personnel, district personnel, and campus administrators to enhance service delivery, program development, and customer satisfaction.
- Demonstrate awareness of district and community needs and initiate activities to meet those needs.
- Advise and provide information to the superintendent’s staff, Board of Trustees, district administrators, and others as necessary.
- Serve as the district liaison to the FISD Education Foundation.
Other
- Attend board meetings and make presentations when appropriate and/or requested.
- Comply with policies established by federal and state law, State Board of Education rule, and local board policy.
- Compile, maintain, file, and present all reports, records, and other documents as required.
- Follow district safety protocols and emergency procedures.
